That this game - although the rules are awfully written and incomprehensible even for native speakers - develops a certain perverse fascination speaks for the game design. How else would you explain the fact that you would suddenly spend your valuable pastime with filing files? The fascination is akin to the "collector" effect in games like "Bohnanza" and "Oltremare", and a better game material and slightly different theme might have made this game more successful than it was.
