While clearly meant as a satire this is not nearly as fun as "Junta", which actually works well as a game in contrast to this attempt at a game. The rules try to be funny, but are instead extremely confusing, the use of some cards - for example the jokers - is not explained anywhere in the rules, not even on the cards themselves (!). Another rule just says "This card can do ANYTHING", which is, if it is the only explanation, perhaps the solution to world hunger but not a working concept in a game. One card says:" If you play this card you win and the game ends immediately". Although this rule is rectified in the game rules it tempted our group to do just that - end the game. This is basically "Mornington Crescent" disguised as a board game.
